How do I know whether I actually need link building?

Rule out three cheaper problems first. If pages are not indexed, links cannot help. If a page answers a different question from the query, links will not fix the mismatch. Is guest posting still worth doing?

Selectively. A guest post on a publication your customers genuinely read, written because you have something to say, is a legitimate placement. A guest post bought on a site that exists to sell guest posts is a paid link with extra steps. The difference is whether the publication would have accepted the piece on merit.
